All major projects in the State of California have to go through CEQA screening, a process that requires a set of costly environmental impact studies. If a subdivision of the site into smaller tax lots is approved, the property is re-assessed and the owners will pay property taxes based on the new lot configurations. The expertise required and the financial risk incurred by developers is very significant.
